WORKING FAMILIES AND SMALL BUSINESS HEALTH CARE COVERAGE ACT OF 2007
Maryland legislature in Chapter 7 of the 2007 special session enacted Bill 754 - Working Families and Small Business Health Coverage Act, which expands access to health care.
Act Summary
♦ Expands Medicaid eligibility to parents and caretaker relatives with household income up to 116 percent of federal poverty level (FPL); this expansion is called Medical Assistance for Families:
Medical Assistance for Families:
Beginning in July 2008 Medical Assistance will provide health insurance for families. Parents or other family members caring for children with low incomes below about $20,000 annually, depending on family size, may apply for quality health services that covers doctors' visits, hospital stays and offers lower co-pays for prescription drugs.

♦ Establishes a Small Employer Health Insurance Premium Subsidy Program, which will be administered by the Maryland Health Care Coalition (MHCC). This expansion is called Health Insurance Partnership:

The Health Insurance Partnership helps very small employers who have not been able to offer health insurance in the past to now provide health insurance to their employees. Effective September 2008, eligible small businesses will be able to buy health insurance at about half the cost and rewards individuals for efforts to improve their health.

♦ Incrementally expands the Primary Adult Care program benefits over three years to childless adults with household income up to 116 percent FPL, which will phase in from fiscal 2010 through 2013.

H.B 1391 -- KIDS FIRST ACT
Kids First Act requires tax payers to report on their income tax return the insurance status of their children. The bill further requires the Comptrollers office to send a notice regarding eligibility for the Maryland Medical Assistance Program or the Maryland Children's Health Program to a taxpayer with a dependent child if income reported on the 2007 tax return does not exceed specified income eligibility standard.
